Responsibilities

  • Assisting the IMS officer in internal system audits and external certification audits concern-ing HSSE, provided that the respective company of the ILF GROUP is certified to ISO 14001 and/or ISO 45001
  • Reporting all work accidents with lost working hours and all critical near-accidents of the respective company, as well as any critical developments regarding health or safety issues in the respective country, to the HSSE coordinator of the ILF Group, at the latest on the next working day;
  • Local Representation of the Client’s Interests on site:
  • Acting as the local representative for the client (AG) and for the HSSE coordinator of the ILF Group in all HSSE-related matters
  • Monitoring the execution to ensure compliance with regulatory requirements and con-tractual obligations of the contractors.
  • This monitoring is based solely on approved plans, specifications, and performance de-scriptions, following recognized engineering standards and relevant regulations or ac-cording to the inspection plan.
  • In case of necessary changes during construction, these must be coordinated with the planner and approved by them.
  • Changes to project-relevant documents and documentation should be promptly recorded on-site to reflect the current state of the facility.
  • Participation in local coordination:
  • Collaborating in the local coordination of representatives from the client (AG), all con-tractors, and all deliveries and services.
  • The goal is to ensure smooth collaboration among all parties involved in a construction project.
  • Comprehensive monitoring and coordination:
  • Comprehensive supervision of construction, assembly, disassembly, and demolition, as well as proper disposal.
  • Participation in various construction-related inspections (reinforcement inspections, pressure tests, loop checks, rotation direction checks, etc.) and documenting these activities.
  • Assisting in the development and monitoring of work programs.
  • Safety oversight on the construction site:
  • Ensuring safety on the construction site and the proper functioning of all necessary fa-cilities.
  • Collaborating with the site manager, safety officer, or site coordinator to implement nec-essary safety measures.
  • Examples include
  • temporary or permanent safety installations (e.g., around open excavations, plat-forms, etc.)
  • personal protective equipment (such as helmets, masks),
  • precautions for hot and cold work,
  • professional and safe scaffolding
  • order and cleanliness
  • Inspection of cleanliness for the respective discipline, as well as reporting to external tech-nical construction supervision in case of unsafe conditions and their responsibilities.
  • Coordination with executing companies, including clarification of deployment schedules and technical execution questions.
  • Requesting and obtaining approval for any necessary additional services.
  • Participation in meetings essential for the activities of technical construction supervision.
  • Tracking and management of regulatory requirements (conditions from approval docu-ments) during the construction and assembly phases.
  • Handling surplus materials.
  • Sampling-based verification of qualifications for relevant leadership roles, supervisors, and certifications (e.g., site managers, welding supervision, welding qualifications).
  • Collaborating on alternative solutions with the lead engineer if planned solutions are not applicable.
  • Quality Control
  • Verification of quality standards presented in the planning.
  • Quality and dimensional control.
  • Conducting investigations, measurements, and tests (e.g., quality certificates, survey-ing).
  • Monitoring and detailed correction at the manufacturer’s site (factory acceptance):
  • Inspection.
  • Expediting.
  • Factory Acceptance Test (FAT).
  • Examination of material deliveries, including spare parts, for compliance with specified specifications according to the inspection plan/checklist:
  • Material procurement by the assembly company: Random checks by the technical construction supervision (FBÜ), contractor’s responsibility.
  • Material provided by the client (and specified by ILF): Workflow checklist process (still under development).
  • Review and acceptance of documents such as plans, performance specifications, as-sembly drawings, ensuring compliance with regulatory and legal requirements, contrac-tual technical specifications, conformity with contract documents (especially specifica-tions), with notes on any detected deviations in coordination with the lead engineer:
  • Standard depth of review typically involves traceable samples (approximately 10%). In case of negative review results, further reviews should be determined in coordina-tion with the lead engineer.
  • In-depth examination of external documents for obvious deficiencies related to suitability, cost-effectiveness, and other project requirements. Verification of performance specifi-cations against the construction and equipment description; composing notes to the cli-ent if necessary additions, changes, or corrections are identified during document review:
  • Standard depth of review typically involves traceable samples (approximately 10%). In case of negative review results, further reviews should be determined in coordina-tion with the lead engineer.

Requirements

  • BSc / BEng / Eur-Ing. or equivalent degree Engineering from an accredited university
  • Health and Safety – UK Level 5 qualification or international equivalent
  • Membership of relevant Health and Safety professional institution e.g. CMIOSH or in-ternational equivalent
  • Minimum of 15 years of relevant work experience in an equivalent position on Petro-chemicals, polymers, chemicals or refinery project.
  • Between 5 and 10 years of professional experience in QA/QC
