Responsible for overseeing Mechanical Engineering discipline and FEED, ITB & EPC Contractor in delivery of all aspects of Engineering de-sign, equipment procurement, installation, construction, commissioning and completions. Ensures technical requirements such as project specifications, data sheets, procedures, etc. developed during FEED & EPC fully comply with project requirements. Provide clear guidance to the EPC contractor and facilitate resolution of mechanical engineering issues to meet project objectives and milestones
Internal:
Regular interface and collaboration with all Engineering Divisions, Process, I&C, Electrical, Machinery, Civil/Structural,piping Loss Prevention Heads and engineers. Interactions with Interface sections, Operations Advisors and Project Engineers
Frequent contact with Construction, Quality, Operations, Safety/Environment, and QG Engineering departments as required.
External
Regular interaction with EPC Contractor, Vendors, Subcontractors, and engineering/specialist consultants.
As required engagement with QP/asset owner’s representatives.
This position is responsible to ensure all technical activities associated with the mechanical engineering discipline by the FEED contractor & EPC contractor, including third parties such as vendors, consultants, sub-contractors etc are executed with Project’s specifications and QG requirements.
This will involve technical evaluations, including risk-based evaluation of complex engineering issues, resolution of mechanical engineering matters to meet technical and execution expectations.
Major challenges for this role include (1) effectively managing EPC contract and Mechanical Engineering team to produce timely deliverables up to Provisional Acceptance Certificate (PAC). (2) maintaining constructive working relationship with FEED contractor, ITB and EPC contractor to ensure delivery of engineering work scope in accordance with project requirements and (3) maintaining relationships with stakeholders (e.g. Operations) to ensure alignment of mechanical engineering deliverables.
Delivering a very large scope of work to achieve project expectations, in particular design and construction of very large Module of rotating equipment’s, Static ….etc
Provides mechanical engineering expertise, design knowledge, quality assurance, and leadership in supervising and administering Mechanical team output in accordance with project deliverables and execution schedule.
Directs the preparation and stewardship of mechanical engineering scope of work in FEED phase, ITB phase EPC phase, advises and recommends design processes, proven technologies and alternative studies to optimise project cost and schedule.
Maintains close liaison with members of Engineering Team and alignment with the project management on mechanical engineering needs, objectives, and requirements.
Accountable for ensuring execution of work is technically aligned and in compliance with standards and specifications, Policies, Standards of Business Conduct and Project Management System.
Manages FEED Mechanical for the client and EPC Contractor's mechanical engineering activities including validation of resources, personnel qualifications and experience; usage of appropriate design tools/computer hardware/software; adherence to project objectives, requirements, specifications, standards, and design verification processes.
Assesses and validates EPC Contractor’s capability in providing all technical documents, progress measurement and reporting and recommends additional technical support to address gaps.
Manages the discipline deliverables and field engineering in support of FEED completion, Support overall ITB needs, Support overall fabrication and construction activities.
Responsible for the mechanical engineering, in particular Rotating Equipment’s & Static Equips, schedule and related milestones, provides data (narrative, charts, graphs, change management recommendations) and recovery plans to address any schedule delays if any.
Accountable for knowledge of and sharing previous lessons learned, capturing and communicating current lessons learned to support review teams and future projects.
Review, update and amend procedures and specifications to ensure that all Mechanical engineering references are up to date and relevant.
Requirements
Bachelor Degree in Mechanical Engineering equivalent.
Knowledge and/or Experience
15 years’ experience as a Mechanical Engineering with a broad knowledge of engineering execution including design standards, specifications, codes, safety criteria in onshore in EPC Contractor engineering environment.
Experience with PTU and SAF facilities design, construction and operations is appreciated.
Requires demonstrated broad experience with mechanical static equipment design (Vessels, heat exchangers, towers, Drums) and familiarity with relevant manufacturing processes and relevant industry codes such as ASME Sec VIII Div 1 &2, ASME Sec I, TEMA, API 650, API 560, API 530, API 537, NFPA, NACE, ASTM, API 534 etc.
Good knowledge of Piping, 3D , Modularization is required.

Excellent written and oral English skills, Knowledge of Dutch is appreciated.
