Technical Manager Facilities& Engineering (Utilities Maintenance Oversight)

Responsibilities

• Lead daily oversight of the Service provider maintenance team, including planning, execution, and compliance of utility maintenance tasks.
• Act as the main point of contact for ISS on technical service delivery, work permits, escalations, and performance management.
• Ensure compliance with GMP, EHS, NEN 3140/2767, ARBO legislation, and internal Amgen processes and procedures.
• Own and maintain the Multi-Year Maintenance Plan (MYMP) and Maintenance Planning process.
• Validate and monitor maintenance budgets (baseline and variable), manage vendor quotes, and track KPIs.
• Ensure proper documentation in Amgen’s CMMS (Maximo).
• Participate in audits, inspections, and lead follow-up of deviations and CAPAs.
• Identify and drive technical and procedural improvements in system reliability and operational performance.

Requirements

• Bachelor’s or Master’s degree in Mechanical, Electrical, or Industrial Engineering.
• Minimum 5 years of experience in technical maintenance and/or asset management.
• Demonstrated experience in managing or closely collaborating with outsourced maintenance teams.
• Experience in GMP-regulated (pharmaceutical, biotech, or food) environments.
• Familiarity with utility systems such as HVAC, compressed air, BMS, RO water, and refrigeration.
• NEN 3140 (Installation Responsible) or willingness to obtain.
• Knowledge applicable legislations.
• Strong communicator in Dutch and English.
