Infrastructure in the Netherlands is under pressure. Highways and viaducts are due for renovation. Drinking water pipelines are outdated in many places. Municipalities are working on replacing sewer systems. Ports are expanding. Contractors and engineering firms are scaling up to meet demand.
All of this requires technical professionals who can plan, execute and monitor work in demanding environments.
Through STAR, you work with contractors, grid operators, engineering firms and public authorities throughout the Netherlands and Belgium. Examples include Rijkswaterstaat, Alliander, Arcadis, Stedin and Port of Antwerp.
Infrastructure assignments vary greatly in nature and scope. What you do depends on your specialism and the type of project. As a Work Planner, you make sure that contracts, drawings and working methods are correct before the start of the project. You prevent problems on site through proper preparation. As a Site Supervisor, you manage daily progress, quality and safety. You are the face of the construction site and the link between planning and execution. As a Supervisor or Client Representative, you act as the extension of the client and monitor contractual agreements and quality requirements. As a Project Manager, you keep an overview of the full project: budget, planning, stakeholders and delivery.
STAR is active in a wide range of ongoing infrastructure programmes. On the A7 near Groningen, our specialists support Rijkswaterstaat in project controls and traffic safety.
In the Biesbosch Corridor, we contribute to water pipeline projects for Evides.
In Groningen, STAR carries out inspections and damage assessments for CED as part of the earthquake recovery programme.
At Port of Antwerp, we support consultancy assignments in project management and execution support.
STAR works with specialists at both executional and coordinating level.
The most requested roles are:
Work Planners
Site Supervisors
Engineers
Project Managers
Grid operators such as Stedin, Alliander and Enexis are continuously working on the expansion of their networks.
The civil engineering side of this work cable routes, pipeline renovation and groundwork falls under civil and groundwork infrastructure. These assignments are carried out through contractors and engineering firms, and our specialists are active on those projects as well.
STAR is not an online job board.
You have a dedicated consultant as your point of contact: someone who knows the market, the field, the projects and the clients. You do not receive a bulk list of vacancies. Instead, you have an honest conversation about what fits you.
In infrastructure, you can work on a project basis, sometimes with the prospect of a permanent position with the client.
When there is a match, we make clear agreements about what you receive and, if desired, we can support you with employment conditions. Together, we look at the right moment for you. If the timing is not right, we will say so honestly. But you decide when to take the next step.

Through STAR, you work in civil and groundwork infrastructure, civil engineering, road construction, hydraulic engineering and sewer systems, as well as with public authorities and ports.
Roles vary from Work Planner and Site Supervisor to Project Manager, Planner, Supervisor and Inspector.
We work throughout the Netherlands. Active project locations include Groningen, the Randstad, Rotterdam, Zeeland, North Brabant and Antwerp. We are also active in Belgium.
That depends on your experience, the type of project and the client. Your consultant will give you an honest view of what is market standard for your role and situation.
Yes. Through STAR, you work with contractors such as KWS and Heijmans, engineering firms, grid operators and clients such as Rijkswaterstaat, municipalities, water companies and ports.
This happens regularly in infrastructure. You start as a seconded professional and transfer to the client at an agreed moment. Your consultant guides this process from beginning to end.
You have a fixed point of contact who knows your profile, the market and the clients. You are introduced to opportunities based on content and fit, not simply based on availability. That means less noise and a better match.
Yes. You can create a job alert or leave your CV. A consultant will contact you as soon as there is an assignment that matches your profile.
This varies. Project-based assignments can run from a few months to several years.
Programmes such as the earthquake recovery programme in Groningen or the expansion of port infrastructure regularly require long-term deployment.
