Project Engineering Manager

Responsibilities

• As Engineering Manager, you ensure that all tasks assigned by the Project Manager are completed on time and within budget.
• Ensure together with the Project Control Manager that the engineering scope, design services and deliverables; and development of a comprehensive and integrated schedule in cooperation with the engineering disciplines, Control Team Leader, Project Manager, and Materials Manager is performed by the ENGINEERING Contractor.
• Ensure together with the Project Control Manager that the ENGINEERING Contractor develops the overall engineering execution strategy including procurement and automation design systems and tools.
• Develop engineering estimates, budgets, schedules, and progress reporting system in cooperation with discipline Leads, Control Team Leader, Construction Manager, and Project Manager.
• Ensure together that the ENGINEERING Contractor establishes a project master set of narrative and technical specifications and ensure compliance thereof including compliance with established Company and/or Client practices, procedures, and technical quality requirements.
• Review and monitor engineering and design staffing requirements based upon project scope and schedule in cooperation with discipline leads. Establish team building activities and alignment among task force engineering staff. Check CV’s where appropriate.
• Establish and insure proper documentation of technical communications and decisions between ENGINEERING Contractor and the engineering disciplines.
• Review and approve RFQ’s and purchase orders.
• Coordinate engineering execution plan including work sharing plans with engineering subcontractors or other entities
• Resolve in a timely manner, any technical issues between engineering disciplines, project management, process, construction, client, and other entities involved on work sharing.
• Ensure the ENGINEERING Contractor establish and coordinate interdiscipline and client design review milestones and procedures. Identify contractor’s personnel whose safety and operability design input is required. Insure documentation of all review comments.
• Ensure the ENGINEERING Contractor obtains interdiscipline and client approvals for such "Definition Deliverables" as Plot Plans, Process Flow Diagrams, Metallurgical Flow Diagrams, P&ID's, Electrical One-Line Diagrams, and Procurement Responsibility Matrix.
• Make himself/herself fully familiar with Company Common Engineering Specifications and drive in the development of Common Engineering Specifications. Give the appropriate feedback to the workgroup.
• Make himself/herself fully familiar with Contract and drive in the development of Common Contract Conditions Give the appropriate feedback to the workgroup.
• Ensure that weekly Discipline coordination meetings are held.
• Ensure all staff has a Job Description and their roles and responsibilities are fully understood.
• Control and distribution of documents including licensor information, vendor information, technical documents and deliverables.
• Monitor engineering budgets and schedules.
• Ensure the ENGINEERING Contractor maintains project specific master set of specifications, standards and site criteria documents including a master set of specifications lists.
• Ensure the ENGINEERING Contractor maintains engineering and design change management system including timely closure on P&ID change notifications, layout and design comments, and trends and deviations. Keep track on approvals and execution.
• Implement project closeout documentation, and insure delivery of the final job reports. Make sure that native files are delivered.
• Be the driver for all actions required by the PMT team and/or ENGINEERING Contractor to ensure they are completed on time.
• Establish and maintain an Authority Matrix for the PMT team.
• Maintain a Holiday roster and ensure that there is adequate holiday cover at all times.
• Be fully abreast of the contractual obligations of the ENGINEERING Contractors Contract and ensure all correspondence, notices, transmittals are communicated in full compliance.
• Participate actively in main Vendor contract negotiations, Kickoff meetings, or delegate accordingly.
• Follow up closely the engineering and procurement schedules ensuring the activities for the project are completed in a timely manner.
• Attend progress meetings as required with the Contractor.
• Participate actively in the Contractors planning and monitor overall progress and performance by frontline activities identifying any areas of concern and ensure implementation or instigation of appropriate remedial actions.
• Organize team building events with the PMT team and ENGINEERING Contractor accordingly.
• Approve all purchase orders and contracts up to the limit setout in the Project Agreement.
• Approve change orders and the use of contingency up to the limit setout in the Project Agreement.
• Approve all invoices.

Requirements

• Master degree in Engineering (or equivalent)
• Previous knowledge of Chemical installations
• Several years working experience in Project Engineering & Design as Lead discipline engineer
• Minimum 5 years of working experience in Project Management or Engineering manager function.
• good knowledge of the Engineering package and good experience in Construction and investment project
• good knowledge of the Contract with an ENGINEERING Contractor.
• good knowledge of Contracts and Budgets
• good knowledge of the required phases for a Project from idea management up to commissioning and start up.
• good knowledge to manage Project Engineering teams.
